Yes, I have heard this too. Apparently they will be moving the palm to the Churchill Gardens Estate in Pimlico this weekend. I hope it survives, it seems rather short-sighted to remove such a landmark.
Did some more digging and found an article from the Islington Tribune from Sep 2017 calling it the "palm tree death junction", so my guess is that they will be re-working the entire junction to increase cyclist safety. I go past this junction many times a day- I work on one of the open top bus companies and live in Millbank. Have never felt unsafe there as a pedestrian around cars, but cyclists frequently ignore the zebra crossings. It's a shame that we will lose our gorgeous palm tree because some people cannot be responsible when sharing the road.
